Option 1 covers Pena’s «gardens, terraces, and exterior areas»; option 2 adds «access to the interior rooms». The listing says the Pena tickets «are included according to the option selected». No Regaleira, no Monserrate.
The Sintra full day tour with the most palaces: a guided visit to Pena with 105 minutes on your own, and Monserrate with an hour more. Choose Pena’s interior or its terraces. Regaleira’s Initiation Well is optional, at an extra fee.
Pena from outside: the listing calls it an «exterior visit» with panoramic views from the terraces. Then you step into Quinta da Regaleira, its gardens, grottoes, tunnels and the Initiatic Well.
A ride, not a palace visit. The listing promises to «discover the charming palaces» but names none to go into. The day is forests, villages, wild beaches and cliffs.

Only one listing puts a ticket in the price. Read this before you compare totals.
Tickets are where a Sintra tour price can mislead you. Only the 9-hour day with Cabo da Roca and Cascais puts a ticket in its price, and only for Pena. That is why it costs $95: the entrance is already paid, and option 2 takes you into the rooms.
The half day works the other way. Its listing says entrance fees «are not included in the price»: the guide buys tickets in advance, and you pay back the cost in cash on the day. Budget for that on top of $89.
The three-palace day at $67 says nothing either way about tickets, so open the listing and read the options before you pay. The e-bike day names no palace to go into.

Getting to the start
Two tours offer pickup on some options; one sells a transfer as an extra.
On any Lisbon to Sintra tour here, the day begins in central Lisbon. The 9-hour day and the half day meet on Avenida da Liberdade, and both list pickup as available on some options; without it, you go to the meeting point. The three-palace day has no pickup: meet on Avenida da Liberdade, finish at Marquês de Pombal.
The e-bike day starts at Largo da Severa, two minutes on foot from Praça Martim Moniz. A door-to-door transfer is sold as an extra, per person, and the listing does not say how you reach Sintra without it. Ask before you book.
